Public Law 102-477 (usually referred to simply as “477”) is the Indian Employment, Training, and Related Services Demonstration Act (25 U.S.C. 3401 et seq). This Act enables Tribes and Tribal Governments to effectively integrate employment, training, and related services from various federal sources. This integration enhances service effectiveness, reduces joblessness in Indian communities, aligns with Tribally-determined goals following the policy of Self-Determination, and minimizes administrative, reporting, and accounting costs.
Public Law 102-477 applies to any federal formula-funded program intended for employment, training, and services that may enhance a person’s ability to become self-reliant.
- There is no separate funding associated with Public Law 102-477 itself. All the funds involved in a Tribe’s 477 Plan include the individual federal programs that are part of their plan.
- Each participating Tribe decides which eligible employment and training-related federal programs to include in its 477 Plan.
- As of December 2025, there are 83 approved Tribal 477 Plans that represent 303 Federally Recognized Tribes – over half of all federally recognized Tribes – and include 603 individual lines of funding streams to Tribes and Tribal Organizations.
- As of Fiscal Year 2025, the Division of Workforce Development has facilitated the funding transfer of $520 million to participating Tribes and Tribal Organizations.
