The 477 Interagency Memorandum of Agreement (MOA) enables meetings between participating Tribes and federal agencies, and, when necessary, creates a forum for resolving interagency differences and conflicts between the federal government and Tribes in administering the statute.
Purpose and use of Memorandums of Agreement
MOA streamlines plan approval procedures and reaffirms the Secretary of the Interior's decisional authority in approving plans. This approach better serves Tribal needs while respecting Tribal sovereignty and self-determination, reducing joblessness in Indian country, streamlining service delivery, and improving federal customer service.
Today, Tribes successfully use 477 Plans to provide employment and training services based on their unique goals.
477 Memorandum of Agreement
In 2023, 12 federal partners implemented a Memorandum of Agreement. This increased the number of federally recognized Tribes interested in participating in 477 and the number of new Federal programs approved for integration.
