Introduction
Indian Affairs (IA) is committed to advancing the mission of promoting economic sustainability, growth, and self-determination within Indian Country. A critical component of that mission is the Buy Indian Act (25 U.S.C. 47), which directs IA to maximize contracting opportunities for qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs).
IA is always looking for ways to increase competition and awards to IEEs and ISBEEs, particularly in industry sectors where Buy Indian Act participation has historically been low. We encourage all qualified firms to engage with upcoming opportunities, submit capability statements, and remain active participants in the federal acquisition process.
Our Commitment to IEEs and ISBEEs
Under the Buy Indian Act, IA seeks to:
• Maximize contracting opportunities for eligible IEEs and ISBEEs
• Strengthen competition in underrepresented sectors
• Support economic development across Tribal communities
• Ensure procurement strategies align with Departmental expectations and statutory responsibilities
To achieve these goals, IA is proactively conducting market research to identify capable Indian-owned firms in specialized industries. Your participation directly supports Indian Country by increasing the strength, diversity, and availability of the IEE/ISBEE vendor base.
Target NAICS Sectors Needing Greater IEE/ISBEE Participation
IA is specifically seeking qualified IEEs/ISBEEs with capabilities and experience in the following NAICS categories:
• 54 – Professional, Scientific, and Technical Services ($141M)
• 31-33 – Manufacturing ($50M)
• 61 – Educational Services ($23M)
• 48-49 – Transportation and Warehousing ($20M)
• 72 – Food Services ($4M)
Vendors with demonstrated experience providing services in remote or geographically challenging locations are strongly encouraged to highlight these capabilities.
