SAN CARLOS IRRIGATION PROJECT-POWER DIVISION

NEW SERVICE & LINE EXTENSION REQUESTS

Effective immediately, the San Carlos Irrigation Project – Power Division (SCIP-PD) will not expand its customer base or electric facilities—including new construction or line extension projects—unless SCIP-PD determines that (1) no other electric utility is able to provide service to the applicant and (2) SCIP-PD is capable of providing service at the time of application. Cost to the applicant for service from other utilities will not be a factor in SCIP’s determination.

Process

New applicants requesting electric service and existing customers requesting increased loads from the SCIP–PD must first contact all other adjacent local electric utilities to request power service before submitting an application to SCIP-PD. If all surrounding electric utilities are unable to provide service to the designated location, new customers may make an in-person appointment with SCIP-PD and bring the denial letters or memorandums for our review. The denial(s) must be in writing, cannot be based on cost to the customer, and must specify the street address or physical description of the service location.

Upon receiving a complete application—including required written denials from surrounding utilities, SCIP–PD will review all documentation, determine whether SCIP is the sole feasible provider, determine whether SCIP can serve the applicant’s location and load, and issue a decision regarding electric service to the requested location.

This notice is issued pursuant to the authority specified in SCIP-PD’s authorizing statutes and BIA’s electric power utilities regulations at 25 CFR §175.

The Bureau of Indian Affairs owns and operates San Carlos Irrigation Project ("SCIP" or “the Project”). SCIP aims to provide reliable electric power at lowest practicable cost, consistent with sound business principles.
