The Rosebud Agency Headquarters is located in Rosebud, South Dakota and services the Rosebud Sioux Tribe. Our Agency for many years, due to lack of adequate facilities, the Agency functions at two locations; Rosebud and Mission, South Dakota.
We have now moved all operations to the BIA Building in Mission, South Dakota, with the exception of the Fire Management.
Mission is approximately 12 miles east of Rosebud. The total square footage of our facilities is 242,686 (83,892 in Rosebud and 158,794 in Mission). The Agency staff consists of 55 FTE with fifteen vacancies. The original boundaries (and serving area) of the Rosebud Sioux Reservation include the counties of Todd, Mellette, Tripp, Gregory and part of Lyman in south central South Dakota which consists of 3.2 million acres of which there are approximately 884,895.92 acres held in trust which represents 15% of the Great Plains Region. The total service population of the reservation is approximately 28,228. The reservation has a potential labor force of 16,177 and has one of the highest unemployment rates in the country of approximately 83%.
The Rosebud Agency has and continues to improve the quality of services provided to the Rosebud Sioux Tribe and its members by continually assessing and developing innovative ways of maximizing our human capital and performance. Although our FTE and funding does not address the Agency in terms of need, we have taken great strides in providing optimum services with existing staff and budget constraints. This effort includes staff development and training, cross training of staff, and collaboration and coordination with the Rosebud Sioux Tribe.
Critical Activities/Services Provided to Tribe:
Trust Services: The Division of Trust Services consists of Natural Resources, Probate and Estate Services, Real Estate Services and Fire Management. Current trust land base acreage is 888,895.92.
The Rosebud Sioux Tribe continues working on their IRMP. On-going efforts have been made to comply with the Negotiated Consent Agreement for the continued operation of the Pork Production Facilities was approved in 2005.
The Rosebud Sioux Tribe has successfully constructed its own grocery store which entailed an extensive fee to trust process utilizing the Isolated Tracts Act.
The Rosebud Sioux Tribe has a land purchase/consolidation program. The Tribal Land Enterprise (TLE) has been in existence since 1953. This program allows individual Tribal members to exchange their trust land and interests for certificates which in turn can be redeemed for cash or TLE land assignments.
The backlog of individual Indian probates has been steadily diminished and staff is working on current cases. The agency staff works collaboratively with the Rosebud Sioux Tribe's Cultural and Historic Preservation Office to protect all its cultural and historic resources. The agency has completed Fee to Trust Cases allowing over 5,700 acres into trust for FY-2014.
Indian Services: The Division of Indian Services consists of Tribal Operations, Self-Determination, Facilities Management, and Social Services.
The Rosebud Agency has the full Delegated Authority for P.L. 93-638 contracts and an Awarding Official. The Agency currently administers and has monitoring responsibility over 39 active 93-638 programs with the Rosebud Sioux Tribe with a total budget of $15,850,190.00 for FY-2014. The Agency Awarding Official is also responsible for awarding contracts for BIE through special agreements between the two Bureaus.
The Agency remains committed to the Tribe in the continued efforts in partnering and collaboration with the Tribe, Tribal Organizations, and Tribal Programs in all aspects of Tribal government and P.L. 93-638 contracting. Considerable time and effort is put forth in assisting the Tribe in the efforts to exercise their rights under P.L. 93-638 in the provision of technical assistance in the development of Statements of Work, Memorandum of Agreements, Use Agreements, Budgets, Budget Justifications, and Contract Monitoring and collaborative training for Tribal P.L. 93-638 program staff.
Due to this partnership, the Agency has been successful in the negotiating of GPRA requirements into all of the Rosebud Sioux Tribe’s P.L. 93-638 contracts. The Agency has also been successful in the negotiation of a 638 contract for Contract Support and Direct Contract Support Costs. The Agency through their collaborative efforts with the Tribe, have closed out 8 contracts and 1 grant this year and is 100% compliant on the submission of financial status reports on their Bureau 638 funding. For FY-2013, the Rosebud Sioux Tribe received and unqualified audit, which is quite and achievement. The audit had one minor finding, no questioned and/or disallowed costs. Agency staff provides technical assistance in the form of screening, freezing, transferring, donating and/or executing documents for property made available to the Rosebud Sioux Tribe's P.L. 93-638 programs
The Social Services personnel provide Welfare Assistance payments for those that qualify per 25 CFR 20.300 and other requirements per category for General Assistance, Emergency Assistance and Burial Assistance. We average around 225 cases monthly. The Child Welfare portion and Child Welfare Assistance has been contracted with the Rosebud Sioux Tribal Sicangu Child and Family Services Program. The Social Services staff carries out the Government's Trust responsibility with the management of all supervised IIM accounts including all minors and those deemed supervised per court order or having other federal agencies deem them in need of payees assistance with their monies. The Social Services staff is involved in the contract monitoring of all programs related to Human Services that have been contracted by the Rosebud Sioux Tribe which includes, Sicangu Child and Family Services, Spotted Tail Children's Home, ICWA, Sicangu Resource Development and the Rosebud Sioux Tribe Education-Truancy Program, The Social Services staff also works closely and does assessments with other entities that provide services to all Tribal members including RST Social Services, Elderly Protection, Child Protection, Law Enforcement, TANIF, EBT and LIEAP to ensure everyone entitled to services are being served.
- The agency Facilities Management program is the most adversely impacted program due to budget constraint levels. The Agency operates at an average of % of our need in all programs. We continue to provide and repair services to the existing facilities and quarters at both location with the six staff within this program. The square footage of our facilities is 242,686 (83,892 in Rosebud and 158,974 in Mission).
- The agency has a light activation station available to provide services for agency staff, other BIA agencies, Fish and Wildlife Service and National Park Service employees within our area.
