Strengthening the mission of Indian Affairs by providing excellence in financial, workforce, technology and facilities management services that enable effective operations and uphold trust responsibilities to federally recognized tribes.
Core Responsibilities
The Deputy Assistant Secretary for Management oversees the business and administrative operations that support the Bureau of Indian Affairs, the Bureau of Indian Education and the Bureau of Trust Funds Administration. DASM provides leadership in six key areas:
- Budget: Managing, overseeing and tracking federal resources to support Indian Affairs priorities.
- Human Capital: Recruiting, developing and supporting a skilled workforce.
- Finance: Providing financial management, reporting and acquisition services.
- Facilities: Planning, constructing and maintaining safe, resilient facilities and schools.
- Information Technology: Delivering secure, reliable technology, infrastructure and support services.
- Tribal Interior Budget Council: Leading the TIBC process to help ensure tribal sovereignty, self-determination and tribal priorities are reflected in the Department's budget formulation for Indian Country.
Who We Serve
The DASM serves American Indian and Alaska Native communities across the country. We do this by supporting the federal employees, tribal nations and schools that rely on Indian Affairs programs every day. Our work ensures they have the funding, staff, technology and facilities needed to succeed.

Impacts to Indian Country
Acquisition Model of Excellence
Built an acquisition program model of excellence that enabled Indian Affairs to significantly increase the amount and percentage of awards made to Indian-owned businesses under the Buy Indian Act. In FY 2025, over $271M was awarded under the Act.
Tribal Self Determination
Exception Apportionment during a CR for 100% tribal base funding and law enforcement funding for fiscal year and calendar year for tribes to ensure they had a minimum base funding to operate at the beginning of their business year.
105(L) Leasing
Stood up 105(L) lease program, grown from $4M in FY19 to $300M in FY25.
Tribal Priority Ranking Tool
Tribal Priority Ranking Tool and transparency in TPA fund allocation which allows tribal partners to better forecast needs and advocate for themselves to Congress.

Our Office Staff
The DASM provides strategic leadership and administrative support that enables Indian Affairs to fulfill its mission and advance its priorities. In coordination with DOI and AS-IA, DASM promotes effective, transparent management that strengthens accountability and supports commitments to tribal nations.
Through responsible stewardship of federal resources, modern technology solutions, effective acquisition practices and workforce support, DASM helps ensure Indian Affairs has the tools and resources needed to deliver quality services and uphold its trust responsibilities.
