The Office of Indian Services provides a robust annual training schedule. Training courses vary in duration and delivery options. Classes are scheduled to start and end in select time zones to provide a reasonable selection and accommodate work schedules. We aim to optimize availability and encourage participation to ensure participants learn proper and effective tools to administer ISDEAA contracts, grants, or cooperative agreements.
P.L. 93-638, the Law and Regulations
The course covers the intent and scope of the law, federal support and ongoing inherent federal responsibility, the standards, oversight, and the administration of the model agreement. The course also covers 25 CFR, Chapter V, Part 900, and how the regulation supports and guides the Act.

Approving and Awarding Officials’ Technical Representative/Subordinate Awarding Official’s Technical Representative (AOTR/SAOTR)
Through lectures and coursework, participants will learn the roles and responsibilities under the BIA delegation of authority. Instructors will outline specific roles and responsibilities related to standards of conduct and ethics, alternative dispute resolution, cost principles, standards, and monitoring.
Target Audience: Approving Officials, Awarding Officials, *Program staff (AOTR/SAOTR), Superintendents, Regional Directors, and Deputy Regional Directors.

Approving Official
Through lectures and coursework, participants will learn the roles and responsibilities under the BIA delegation of authority. Specific roles and responsibilities will be outlined as they relate to standards of conduct and ethics, alternative dispute resolution, cost principles, standards, and monitoring.

Single Audit Act
The course is designed to improve the participant's understanding of Single Audit issues and audit resolution. It will introduce a step-by-step process for asking questions and discussing effective practices in working with tribes or tribal organizations. Sample “Findings” and “Corrective Action Plans” will also be discussed.

Contract Disputes Act, Alternative Disputes Resolution (CDA/ADR) and Appeals
Through lectures, group discussions/activities, and coursework, participants will learn the concepts of the Contract Disputes Act, The Appeals process, and Alternative Disputes Resolution.
Target Audience: Approving Officials, Awarding Officials, Program staff (AOTR/SAOTR), Superintendents, Regional Directors, and Deputy Regional Directors.

Construction Contracting under P.L. 93-638, Section 105, 25 CFR, Subpart J
Participants will learn the phases of construction contracting's pre-award and post-award processes, including preparation, negotiation, award, and monitoring. Teachers will also emphasize the development of specifications, drawings, inspection, performance standards, and roles and responsibilities.
Target Audience: Approving Officials, Awarding Officials, *Program staff (AOTR/SAOTR), Superintendents, Regional Directors, Deputy Regional Directors, and others involved in Subpart J construction.

Contract Support Cost
This advanced course will provide a comprehensive and detailed understanding of contract support cost history, policy, fundamental concepts, terminology, and calculation processes. It will also provide working examples of calculations and reporting requirements.
Target Audience: Awarding Officials, Program staff (AOTR/SAOTR), Superintendents, Regional Budget Officers, Regional Directors, and Deputy Regional Directors.

Contract Administration I
The course will provide fundamental concepts on contract and grant administration, processes, and procedures as required by P.L. 93-638 and regulations. Participants will learn how to apply the Indian Affairs Manual and associated Self-Determination documents to internal and external administrative procedures. They will also learn and demonstrate their understanding of how regional and agency processes, policies, and other related resources are aligned and used in decision-making.
Target Audience: This course is intermediate level and is specifically designed for Awarding Officials and employees preparing for Level I certification.

Contract Administration II
The course continues Contract Administration I and provides advanced concepts on contract and grant administration, processes, and procedures as required by 93-638, Law and Regulations. Participants will learn how to apply the Indian Affairs Manual and associated Self-Determination documents to internal and external administrative procedures. Participants will actively learn and demonstrate how regional and agency processes, policy, and other related resources are aligned and used in decision-making in challenging scenarios. The course involves mandatory participation, group discussion and debate, and group and individual presentations. Participants will engage in a peer review process, allowing for open discussion and positive professional feedback.
Target Audience: This advanced course is specifically designed for awarding officials and employees who are preparing for Level I and Level II certification.
