When the last triennial conference of the National Fellowship of Indian Workers was held here at Estes Park back in 1955, it was a matter of real regret to me that I was unable to be with you in person. Those of you who attended that conference may recall that I had to be in Alaska at that particular time and that my speech was delivered for me by Assistant Commissioner Reid. This year I have been somewhat more fortunate in the scheduling of my time and I have thoroughly enjoyed this opportunity to be here and to sit in--although somewhat briefly--on your sessions and deliberations.

Ada E. Deer, Assistant Secretary for Indian Affairs and Joann Sebastian Morris, Director, Office of Indian Education programs attended the inaugural meeting establishing the Arctic Council in Ottawa, Canada on September 19, 1996.

Acting Secretary of the Interior Hatfield Chilson announced today that the Bureau of Indian Affairs will delay until the end of the present congressional session any additional sales of Indian trust land requested by the Indian owners.

A $500,971.45 contract has been awarded for grading, draining and bituminous paving of approximately 14.7 miles of the Mountain City Owyhee Mountain Home Road on the Duck Valley Indian Reservation, Elko County, Nevada, the Department of the Interior announced today.

It will be the first section of some 26 miles of the road to be improved.

Secretary of the Interior Manuel Lujan today signed a contract with the Gila River Indian Community, completing the allocation of Central Arizona Project water to 11 tribes within the state "Central Arizona Project water will be instrumental in the future development of Arizona, and it will be especially beneficial to the Gila River Indian Community and other tribes sharing in it," Lujan said. The Department of the Interior today announced it intends to issue regulations governing removal of trust restrictions from lands belonging to Indians of the Five Civilized Tribes of eastern Oklahoma, without application by the owner.

Eddie F. Brown, Assistant Secretary of the Interior for Indian Affairs, today approved an amended constitution adopted in a 139-70 vote by the Sitka Tribe of Alaska in November.

The Menominee Indian Tribe of Wisconsin and the Department of the Interior are now in agreement on a plan developed by the Tribe for future control of its property and service functions after Federal trusteeship is terminated next year, Acting Secretary of the Interior Elmer F. Bennett announced today.

The plan was developed by the Tribe under terms of the Menominee Termination Act of 1954 and was submitted to the Secretary of the Interior on July 28. It includes six major parts.

Interior Assistant Secretary for Indian Affairs Eddie F. Brown today announced a national line officers meeting of the Bureau of Indian Affairs (BIA) to discuss the future role of the Bureau in working with Indian tribal governments. The meeting of BIA line officers, the first since 1988, will be held July 23-25 in Scottsdale, Arizona.
