Secretary of the Interior Douglas McKay today announced the appointment of Richard Do Butts as superintendent of the Red Lake Agency, Bureau of Indian Affairs, at Red Lake, Minn. Butts will be succeeded as superintendent at the Umatilla Agency, Pendleton, Oregon by Clarence W. Ringey realty assistant at Consolidated Chippewa Agency, Case Lake, Minn.

Butts succeeds Frell M. Owl who was recently transferred as Red Lake superintendent to the same position at the Northern Idaho Agency, Lapwai, Idaho.

Secretary of the Interior Douglas McKay today announced several major personnel shifts in the Bureau of Indian Affairs as part of the administrative reorganization of the Bureau recently recommended by a survey team and now actively under way.

Allan G. Harper, area director at Window Hock, Arizona, is being transferred to Washington as a member of the Commissioner's coordinating staff, where his broad background of experience in Indian Affairs and intimate knowledge of Navajo administration will be directly available to Commissioner Glenn L. Emmons.

Three Indian Bureau superintendents will interchange assignments in Arizona and Utah on November 20, Commissioner Glenn L. Emmons announced today.

John O. Crow will move from Fort Apache Agency, Whiteriver, Ariz., to Uintah and Ouray Agency, Fort Duchesne, Utah.

Albert M. Hawley will shift from Papago Agency, Sells, Ariz., to Fort Apache.

Harry W. Gilmore will transfer from Uintah and Ouray to Papago.

Agreement has been reached between the Bureau of Indian Affairs and the commissioners of Klamath County, Oregon, covering future maintenance and improvement work on the 764-mile road system of the Klamath Indian Reservation, Secretary of the Interior Douglas McKay announced today.

Secretary of the Interior Fred .A. Seaton announced today the Departments’ approval of the November 1 action of the Navajo Tribal Council in appropriating $300,000 of tribal funds for use by the Tribe to induce new industrial plants to locate in the vicinity of the reservation. The added payrolls would provide increased job opportunities for tribal members, it was explained.

The Department has also approved the Tribal Council’s proposal to use $44,000 in previously advanced Federal funds for the same purpose.

In order to clarify the position of the Department of the Interior with reference to the so-called ''Wyandotte Indian Cemetery" in Kansas City, Kansas, Secretary Fred A. Seaton today issued the following statement:

Six real estate employees from four field offices of the Bureau of Indian Affairs have been authorized to attend special courses in appraisal techniques at the University of Southern California starting August 6, Commissioner Glenn L. Emmons announced today.

The courses are given in two sessions, from August 6 through August 18, and from August 20 through September 1.

Because of competitive interest in their property, two Indians of the Spokane Reservation in Washington have recently been offered a $317,500 bonus for a 15-year mining lease on their 120 acre tract in comparison with an offer of about one-fourth this amount which they wanted to Accept several months ago, Commissioner of Indian Affairs Glenn L. Emmons pointed out today.

Appointment of Kenneth F. Lee and Dr. Ebbe Curtis Hoff, both of Richmond, Va., as members of the Indian Bureau's special commission to study alcoholism in selected Indian areas of the Southwest was announced today by Commissioner of Indian Affairs Glenn L. Emmons.

Award of a $243,370.50 contract for construction of irrigation works on the Hogback Unit of the Navajo Indian Reservation near Shiprock, New Mexico, was announced today by the Department of the Interior.

The successful bidder is Daniels Construction Co. of Albuquerque, N. Mex. Two higher bids were also received.
