Proposed Rule and Explanatory Information

In 2012, Congress passed the Moving Ahead for Programs in the 21st Century Act (MAP-21 Law), which replaced the existing Indian Reservation Roads (IRR) program with the Tribal Transportation Program (TTP). Indian Affairs has been working with the U.S. Department of Transportation Federal Highway Administration on updating regulations to comply with these changes. Last year, draft revisions to 25 CFR 170 were distributed and consultation sessions held on the draft. Tribal and other feedback was incorporated into the draft and now Indian Affairs has published the proposed rule.

Comments on the Proposed Rule must be submitted by March 20th, 2015. Comments may be submitted in several ways:

1) Via email at: consultation@bia.gov. Include the number 1076-AF19 in the submission.

2) Via mail to: Ms. Elizabeth Appel, Office of Regulatory Affairs & Collaborative Action, Office of the Assistant Secretary-Indian Affairs, 1849 C Street, NW, MS 3623-MIB, Washington, DC 20240. Include the number 1076-AF19 in the submission.

3) Via the internet at the Federal rulemaking portal: http://www.regulations.gov. The rule is listed under the agency name "Bureau of Indian Affairs" and assigned Docket ID: BIA-2014-0005.
