Issued April 18, 2023, National Policy Memorandum NPM-TRUS-44 A1, "Streamlining the Rights-of-Way and Business Lease Application Processes for Federally Funded Tribal Broadband Infrastructure Projects – Amendment 1" establishes BIA policy for the efficient and effective processing of ROW and Business Lease applications for telecommunications projects.
