The following questions have been received through the JPTignite@bia.gov mailbox. This page will be updated periodically as additional questions are received.
1. When did the funding opportunity open?
The Notice of Funding Opportunity (NOFO) is now available on the Bureau of Indian Affairs Job Placement and Training website Fiscal Year 2026 Job Placement and Training (JP&T) Native American Technology and Manufacturing Grant Pilot Program | Indian Affairs. Applicants should rely on the currently posted NOFO for the official application period and requirements.
2. When is the deadline?
September 18, 2026, at 5:00 p.m. Eastern Time. Applications received after the published deadline will not be considered.
3. Where do we apply?
There is no online application portal and IGNITE is not administered through Grants.gov. Prepare the application package according to the NOFO and email it to JPTignite@bia.gov.
4. Who is eligible?
Federally Recognized Tribes, Tribal organizations acting on behalf of Federally Recognized Tribes, and Tribal consortia, consistent with the eligibility requirements in the NOFO.
5. Do we need an existing JPT Program?
Yes. Applicants must have an existing BIA Job Placement and Training program. JPT may currently be administered through P.L. 93-638 or integrated under an approved P.L. 102-477 Plan.
6. What is P.L. 102-477?
Known as “477”, it allows eligible Tribes/Tribal organizations to integrate certain Federal employment, training, and related service programs into one approved Tribal plan. There is no separate pot of “477 funding”; funding comes from participating Federal programs.
7. Do we need a Tribal Resolution?
The application must include either a Tribal Resolution or an Authorization Letter demonstrating appropriate authorization. Applicants should follow their own established process for obtaining that authorization.
8. What is the page limit?
Our preference is that the complete application package remain within 25 pages. Focus on what is necessary to demonstrate the project, implementation readiness, partnerships, budget, and workforce outcomes. Supplemental maps, photographs, participant stories, and recommendation letters are not necessary.
9. Are indirect costs allowable under the IGNITE Workforce Pilot Program?
Yes. IGNITE funds may qualify for Contract Support Costs when awarded through an ISDEAA Title I contract or Title IV compact. Applicants with a current federally negotiated indirect cost rate agreement may include allowable indirect costs in their proposed budget, consistent with applicable Federal cost principles and the NOFO. Applicants with existing P.L. 93-638 contracts should consult their authorized official for additional guidance. Costs may not be charged as both indirect costs and Contract Support Costs.
10. Are nonprofit organizations eligible to apply for funding?
No. Eligibility is limited to the entities identified in the Notice of Funding Opportunity, which includes Federally Recognized Indian Tribes, Tribal organizations acting on behalf of Federally Recognized Tribes, and Tribal consortia.
Eligible applicants may partner or collaborate with nonprofit organizations, educational institutions, labor organizations, employers, or other entities to carry out proposed workforce development activities, as appropriate. Any partnerships should be clearly described in the application.
11. What should I enter for the Assistance Listing Number, Funding Opportunity Number, and Competition Identification Number on the application forms?
An Assistance Listing Number, Funding Opportunity Number, and Competition Identification Number are not identified in the IGNITE NOFO or published application materials. Please leave these fields blank when completing the applicable forms for your IGNITE application. Complete the remaining applicable portions of the forms in accordance with the NOFO.
12. Can we work with outside training providers/partners?
Yes, the NOFO allows workforce training, certifications, credentialing and partnerships. The eligible Tribe/Tribal organization remains the Federal recipient and responsible for administration and oversight. We do not pre-approve a particular vendor, contractor, procurement method, or arrangement through Q&A.
13. What are Assurances & Certifications?
These are standard requirements associated with ISDEAA Title I contracts and Title IV compacts, including anti-lobbying/SF-LLL if applicable, debarment and suspension, drug-free workplace, civil rights/nondiscrimination, environmental tobacco smoke requirements, audit cover letter, Tribal signatory officials, and SF-424.
14. What is an Overlap/Duplication statement?
It identifies whether proposed IGNITE activities or costs overlap with another Federal award. If none exists, the applicant can state that no overlap or duplication of effort exists.
15. Can you tell us whether our particular project/application qualifies?
We can clarify the published NOFO and program requirements, but we can't pre-review or make an advance determination on an individual application. Send specific funding-opportunity questions to JPTignite@bia.gov so they can be addressed consistently.
16. Can you look at our application before we submit it?
No individualized application review or feedback during the open competition. We can answer questions about the published requirements.
17. What happens after we submit our application?
Receipt can be acknowledged, but that acknowledgment does not determine completeness, eligibility, selection, or award. Applications will be reviewed in accordance with the NOFO after the deadline.
18. What if we need more time / can we get an extension?
The currently published deadline is September 18, 2026, at 5:00 p.m. ET, and the published guidance states applications received after the deadline will not be considered.
