Indian Trust Asset Reform Act (ITARA) Demonstration Project (P.L. 114-178)

The Indian Trust Asset Reform Act, P.L. 114-178, was signed into law on June 22, 2016. Title II of the law authorizes the Secretary of the Interior to establish and carry out an Indian trust management demonstration project for tribal forestry and surface leasing programs. The Department of the Interior will hold tribal consultations prior to establishing the demonstration project.

The Tribal Leader letter announcing the consultations sessions is available here, as well as the Title II of the law and a potential draft format for a proposed Indian Trust Management Plan. Additional information is provided in the following PowerPoint: ITARA Title II - Indian Trust Management Demonstration Project.

How to Participate in the Project?

On October 1, 2018, the Assistant Secretary - Indian Affairs, announced the establishment of the Demonstration Project in a Tribal Leader Letter. In addition, further guidance on the ITARA Demonstration Project is available here. The input received from Tribes during the consultation sessions was critical in helping develop the guidelines necessary to move this project forward.
