The Indian Energy Service Center (IESC) maintains government procedures for working with Indian energy and mineral resources. Two documents that IESC maintains are the Onshore Energy and Mineral Lease Management Interagency Standard Operating Procedures and the Bureau of Indian Affairs (BIA) Fluid Mineral Estate Procedural Handbook.

  • The Onshore Energy and Mineral Lease Management Interagency Standard Operating Procedures (SOP) is a set of procedures agreed upon by multiple agencies to coordinate mineral leasing. IESC maintains the Indian energy portions of the SOP and works with the participating agencies to keep the document updated and responsive to the needs of lessors, lessees, and coordinating agencies.

  • The Fluid Mineral Estate Procedural Handbook governs procedures for the BIA’s activities developing fluid minerals on Indian trust land. The handbook is maintained and updated by the IESC.
