San Carlos Irrigation Project – Power Division (SCIP – PD) recently issued the September statements applying our new purchased Power Cost Adjustment (PCA) of $0.056 per kWh. While the immediate implementation of a PCA is appropriate under our regulations, we see the impact that our implementation of this PCA has had on our customers during the peak summer months. Accordingly, the San Carlos Irrigation Project-Power Division will be issuing an adjustment to the September statements. All customers will receive the PCA adjustment of $0.0311/kWh for usage billed at the new rate prior to September 1, 2023. A letter from SCIP will go out in this regard before the end of the week. Customers who have already paid their September statements will see the adjustment on their next statement. Thank you for your patronage and your patience.
- POWER COST ADJUSTMENT -
Pursuant to the Bureau of Indian Affairs regulations governing our electric power utilities, found at 25 CFR 175, notice is hereby given that the San Carlos Irrigation Project (SCIP) is adjusting the purchased Power Cost Adjustment (PCA) component of our rates. Effective September 1, 2023, all customers except Irrigation Project Pumps will be charged $0.056 per kilowatt-hour (kWh) billed in addition to our existing electric power rates published in the Federal Register (87 FR 77628, Dec. 19, 2022). This will replace the April 1, 2023, PCA of $0.0249 per kWh.
While SCIP has long-term contracts for power from the Western Area Power Authority, most of SCIP’s power supply is purchased through short-term transactions based on current and forecasted market rates. Recent weather-related events combined with the high demand for energy resources have increased power market rates. Because purchased power costs are in part determined by market rates that are not under our control, we need to immediately implement the PCA to meet our financial and statutory requirements.
