Lorna Babby is the Division Chief for the Division of Trust Land Consolidation, headquartered in the Bureau of Indian Affairs (BIA) Rocky Mountain Region. Lorna is a member of the Oglala Sioux Tribe and has over two decades of diverse professional experience in Indian law and policy. She has been dedicated to Indian land consolidation since 2013, when she co-led the establishment an office in BIA to carry out the land acquisition and title related functions of the Land Buy-Back Program for Tribal Nations. Lorna previously served as an Attorney Advisor in the Interior Solicitor’s Office Division of Indian Affairs, a Tribal Liaison with the U.S. Army Corps of Engineers, a Senior Staff Attorney with the Native American Rights Fund, and a Water Rights Specialist with the BIA. She also served as a Peace Corps Volunteer in Romania. Lorna graduated from Gonzaga University and Yale Law School.
