Office of Facilities Management and Construction (OFMC) reports to the Director of the Office of Facilities, Environmental and Cultural Resources.
The Office of Facilities Management and Construction (OFMC) is a growing, dynamic organization which is in the midst of improving upon the ways in which the Bureau of Indian Affairs (BIA) meets its stewardship responsibilities to plan, design, build, operate, and maintain Bureau-funded Indian Education, Law Enforcement, and Administration facilities.
The headquarters office is located in Albuquerque, N.M.; other OFMC staff is located on Indian reservations and other Federal sites throughout the United States.
Professional staffs consist of engineers, architects, facility managers, and support personnel who provide expertise in all facets of the construction and facility fields. Our staffs recognize that facilities represent capital investments by the Bureau in the health and safety of our students and staff. We also realize that properly maintained facilities are critical to the effective performance of the Bureau's missions and to the provision of government services to Indian tribes and individuals.

OFMC was honored as the only BIA office to receive then Vice President Gore's coveted "HAMMER AWARD FOR EXCELLENCE" for reengineering the New School Construction process, reducing the average construction time from 7 to 3 years.

The Facilities Management and Construction Center was established under Congressional mandate in 1977; at that time it was placed under the direction of the Department's Office of Construction Management (OCM). In 1997 OCM transferred the Facilities Program operational functions back to BIA, and the organization was renamed the Office of Facilities Management and Construction (OFMC). The Deputy Director, OFMC reports to the Director of the Office of Facilities, Environmental and Cultural Resources.
Each of the 12 Regions has a Facilities Manager who reports to the Deputy Director, OFMC. At the local level, supervision varies between Education Line Officers and Agency Superintendents, depending on the site.
